Across the board, agencies obligated 277 million yesterday — down 45 percent from the same weekday last week, but a sharp rebound from Sunday's 940 thousand. Veterans Affairs led at 82 million; GSA followed with 46 million across 3,300 transactions; Interior took third at 36 million.
